PTCOG Other Management Services

Other management services offered through the PTCOG include:

  • Capital improvement plan development - facilitation of the decision making process and data collection for establishing a capital improvement plan
  • Group facilitation - facilitation for board retreats, council meetings, public referendum meetings, etc. The PTCOG has staff members specially trained in effective group facilitation techniques by the Institute of Government. We can provide an objective, cost effective facilitator for more productive meetings.
  • Program analysis and evaluation - objective, external analysis of formal bids (e.g., RFP's) to insure efficiency and value.
  • Executive search services - Initiation and/or facilitation of the recruitment and selection process for managers, department heads, and other senior level officials where objectivity, professionalism, and candidate evaluation is needed.
  • Regional Drug Testing Program - Program administration, training, and record keeping for compliance with the Omnibus Transportation Employee Testing Act (OTETA). This act requires governments to test commercially licensed drivers for alcohol and drug use. For cost and administrative efficiency, local governments can access services through the Regional Drug Testing Program administered by the PTCOG. This program complies with all requirements of the Omnibus Transportation Employee Testing Act from random selection to chain-of-custody and medical review. The Regional Drug and Alcohol Testing Program provides the following services to participating jurisdictions: developing and reviewing drug and alcohol testing policy, supervisor training for identifying "reasonable suspicion", drug and alcohol information for employees that meets the "employee awareness" training requirements, scientific random selection for drug testing, access to testing sites with reasonable rates for needed testing, access to medical review officers, 24/7 access to breath alcohol technicians, list of available substance abuse professionals, management reporting, and technical support/assistance.
