Cable Television and Telecommunications

A PTCOG staff member administers the regional cable television program. This program advocates for and protects the public interest in the regulation and development of cable communications systems in the area. The program is designed to assist member governments in overseeing the franchise process, the audit of federally regulated television rates, and to insure proper allocation of franchise fees. Issues addressed also include cellular tower placement, rural internet access, telecommunications planning, uses of public right-of-ways, and telecommunications legislation.

Summary of Primary Cable Program Activities

  • Implements federal rate regulation auditing processes;
  • Enforces cable company compliance with franchise agreements;
  • Conducts audits of state funding under NC Law 2006-151
  • Application of Public, Education and Government Access Channel financial and technical support
  • Facilitates community and institutional uses of cable-based and wireless technologies;
  • Oversees and monitors cellular tower processes; and
  • Participates in advocacy efforts for legislative activities and FCC proceedings.

Other Program Facts

  • Regulates thirty cable services franchise agreements with six cable companies: Time Warner, LEXCOM, Uwharrie Cable, Piedmont Cable, Comcast, and Charter
  • Serves almost half a million subscribers.
  • Involved in the preservation of rights of the local governments in legislative matters.
